It's stunning that Congressional leaders would propose a new law to block Congress and the public from simply reviewing the details of the federal budget. The Appropriations Committee rewrites the president's proposed budget as a matter of course, but now they are attempting to head off questions about their spending decision by ensuring that only appropriators know the details of the president's proposal.
